To earnestly implement the decisions and plans of the CPC Central Committee and the State Council regarding the optimization of government services and the initiative to "efficiently handle a single matter," eight departments—including the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Emergency Management, the General Administration of Customs, the State Taxation Administration, the State Administration for Market Regulation, and the China National Intellectual Property Administration—recently jointly issued the *Notice on Launching the Special Action to Provide Integrated Policy Support for the Innovation of Science and Technology-based Enterprises* (hereinafter referred to as the "Special Action").
The "Special Action" focuses on the evaluation and certification of high-tech enterprises, aiming to effectively enhance operational efficiency by promoting data sharing, optimizing processing systems, and strengthening information verification. Key tasks include enhancing data sharing, improving system support, advancing data utilization, refining supporting services, conducting outreach and promotion, and ensuring data security.
The "Special Action" initiative stipulates that the Ministry of Industry and Information Technology will establish a coordination mechanism to streamline policy support for the innovation of technology-based enterprises, thereby facilitating the resolution of bottlenecks and challenging issues. Agencies responsible for the accreditation and management of high-tech enterprises will take the lead, while local departments—including those for industry and information technology, science and technology, finance, emergency management, taxation, market regulation, and intellectual property—will collaborate to create a unified, concerted effort.
Moving forward, the Ministry of Industry and Information Technology, in collaboration with the Ministry of Science and Technology and other departments, will continue to ensure the effective implementation of key tasks. It will treat the initiative of providing policy support for innovation by technology-based enterprises as a crucial lever for reinforcing the role of enterprises as the principal drivers of technological innovation, cultivating and developing new quality productive forces, and promoting the deep integration of technological and industrial innovation.
